Unanimous Declaration of United Empire of Earth
In the Senate, July 4, 2710.
The Unanimous Declaration of the United Planet Empire, When, in the course of human events, it becomes necessary for one people to dissolve the political groups that have connected them to another, and to assume among the powers of the universe the equal position to which the laws of nature and the god of nature entitle them, a decent respect for the opinions of humanity requires that they declare the causes that drive them to separation.
We believe that these truths are self-evident, that all men are created equal, that their Creator has certain inalienable rights, including life, freedom and the pursuit of happiness.
- To guarantee these rights, governments are instituted among men and derive their just power from the consent of the governed.
- Whenever a form of government destroys these ends, the right of the people to modify or abolish it and to establish a new government, basing its principles on such principles and organizing its powers in such a way that they seem most likely to affect their security and happiness. Indeed, prudence will dictate that long-established governments should not be modified for minor and temporary causes, and consequently any experience has shown that men are more willing to suffer, while ills are bearable, than to recover by abolishing the forms to which they are accustomed. But when a long series of abuses and usurpations, invariably pursuing the same object, shows the intention to reduce them to absolute despotism, they have the right, they have the duty to get rid of this government and provide new guards for their future security.
- Such has been the patient suffering of these tyrannies, and such is now the need that forces them to change their old systems of government. The history of the current tyranny is a history of repeated wounds and usurpation, all of which have as their direct purpose the establishment of absolute tyranny on these planets. To prove it, let's submit the facts to a candid galaxy. than to straighten up by removing the shapes to which they are accustomed. But when a long series of abuses and usurpations, invariably pursuing the same object, shows the intention to reduce them to absolute despotism, they have the right, they have the duty to get rid of this government and provide new guards for their future security.
They are denied their assent to the healthiest and most necessary laws for the public good.
He prohibited his governors from passing laws of immediate and urgent importance, unless they were suspended until his consent was obtained and when so suspended, he completely neglected to treat them.
He refused to pass other laws for the housing of large neighbourhoods, unless these people renounce the right of representation in the Legislature, a right that is invaluable to them and formidable to tyrants.
It has convened legislative bodies in unusual, uncomfortable and remote locations away from the custodian of their public records, with the sole purpose of tiring them of complying with its measures.
On several occasions, he dissolved representative houses for having resolutely and manly opposed his invasions to the rights of the population.
For a long time after such dissolutions, he refused to have others elected by whom the legislative powers, incapable of annihilation, returned to the people in general for their exercise, the Empire remaining in the meantime exposed to all the dangers of an invasion from the outside and convulsions from the inside.
He has tried to prevent the population of these planets for this purpose by obstructing the laws for the naturalization of foreigners; refusing to pass others to encourage their migration until now, and raising the conditions for new land appropriations.
He obstructed the administration of justice by refusing to consent to the laws for the establishment of judicial powers.
It imposed on judges only the will of their judges for the term of their office, the amount and payment of their salaries.
He built a multitude of new offices and sent swarms of officers here to harass and eat our people.
He has kept standing armies among us in peacetime without the consent of our legislatures.
He sought to make the military independent and superior to the civilian power.
He has partnered with others to submit us to a jurisdiction outside our constitution and not recognized by our laws; giving his consent to their acts of alleged legislation:
To keep large groups of armed troops among us:
For protecting them, through a mock trial, from the penalties incurred for the murders they should commit against the inhabitants of these Empires:
To cut off our trade with all parts of the universe:
To impose taxes on us without our consent:
To deprive us in many cases of the advantages of jury trials:
To transport us across the seas and space to be tried for alleged offences.
For abolishing the free system on a planet, for establishing an arbitrary government and expanding its borders to make it both an example and an appropriate instrument to introduce the same absolute rule in these colonies:
For removing our charters, abolishing our most precious laws and fundamentally changing the forms of our governments:
To suspend our own legislatures and declare that we have the power to legislate for us in any case.
He abdicated the government here, declaring us out of its protection and waging war against us.
It has plundered our solar systems, ravaged our space, set fire to our cities and destroyed the lives of our people.
He is currently transporting large armies of foreign mercenaries to compliment the works of death, desolation and tyranny, already begun with circumstances of cruelty and perfidy barely similar to the most barbaric times and totally unworthy of the head of a civilized nation.
He forced our captive fellow citizens captive on the high seas to bear arms against their country, to become the executioners of their friends and brothers, or to let themselves fall by the hands.
It has sparked domestic insurrections among us and has endeavoured to attract the inhabitants of our borders, the ruthless Indian Savages, whose well-known state of war is the indiscriminate destruction of all ages, genders and conditions.
At each stage of these oppressions, we have sought reparation in the most humble terms: We have only responded to our repeated requests with repeated injuries. A prince whose character is thus marked by all the acts that can define a tyrant is unfit to govern a free people.
We have not lacked the attention of our brothers. We have warned them from time to time of their legislature's attempts to extend an unjustifiable jurisdiction over us. We reminded them of the circumstances of our emigration and settlement here. We appealed to the justice and magnanimity of their nation, and we conjured them up by the bonds of our common kinship to disavow these usurpations, which would inevitably interrupt our relations and correspondence. They too have been deaf to the voice of justice and consanguinity. We must therefore accept the necessity that denounces our separation and maintain them, just as we hold the rest of humanity, enemies of war, in Peace Friends.
Therefore, we, the representatives of the Empire of the United Planets, meeting in the Senate, meeting and appealing to the Supreme Judge of the Galaxy for the rectitude of our intentions, do, on behalf and by the authority of the good people of this UEE, solemnly publish and declare that the UEE has the right to be a free and independent Empire, that they are absolute of any allegiance to tyranny and that, as a free and independent Empire, they have the power to start war, to make peace, to enter into alliances, to establish trade and to do any other act or thing that independent empires may by right do.
